Apply to stand as a Guardian of the Kingdom. A guardian is sent to a member who has called for help, so every applicant is verified before they are accepted.
A photograph and a document say who you say you are. Where you are standing at this moment says something neither of them can, and it is the one part of an application nobody can prepare in advance. It is asked once, it is not tracked afterwards, and it is seen only by the people who review your application.
This is the one part nobody can send in for you. The camera opens and asks you to move your head; the picture is taken while you do. It is what proves the person applying is the person in the photographs.
